Position Summary:

The University Registrar serves as the official custodian of academic records and provides leadership, strategic direction, and operational management for the Office of the Registrar. This position oversees the integrity, accuracy, and security of student academic records and registration processes while ensuring full compliance with federal, state, and accrediting bodies’ regulations, including FERPA, Title IV, Florida CIE, and SACS-COC.

The University Registrar is a key institutional leader working collaboratively with senior administrators, faculty, staff, and external entities to support academic programs, accreditation, student services, and enrollment management. This role also functions as a systems administrator and project manager for student information systems, including Anthology (Elucian).

Key Responsibilities:

Academic Records & Registration Oversight

  • Oversee all aspects of student registration and academic record maintenance, including grade submissions, mandatory curve monitoring, grade changes, withdrawals, and reporting of last date of attendance.
  • Supervise registration processes for incoming and continuing students, coordinate transcript requests and evaluations.
  • Conduct degree audits and ensure compliance with all academic and graduation policies.
  • Ensure timely and accurate posting of academic records in accordance with FERPA and university policies.
  • Complete in-school deferment and education verification requests.
  • Submit education verifications and documentation for licensure and board exams (e.g., NAPLEX)

 

International Student Services & SEVIS Compliance

  • Serve as the Principle Designated SEVIS Officer (PDSO)
  • Create and distribute I-20 forms and maintain SEVIS records for F-1 and M-1 visa students.
  • Manage administrative processes for international students including policy compliance, recordkeeping, and reporting.
  • Maintains Student and Exchange Visitors Information System (SEVIS) and Department of Homeland Security (DHS) compliance.
  • Oversee J-1 Exchange Visitor compliance and documentation: Coordinate with the institution’s Responsible Officer (RO/ARO) and program sponsors to support exchange students, maintain accurate SEVIS records, and facilitate the issuance, tracking, and regulatory compliance of Form DS-2019 (Certificate of Eligibility for Exchange Visitor Status) in accordance with U.S. Department of State requirements.

 

Institutional Reporting & Compliance

  • Generate and certify internal, state, and federal reports, including IPEDS, Florida CIE, and SACSCOC.
  • Ensure compliance with accreditation and regulatory standards through reporting and policy enforcement.
  • Maintain current AACRAO membership and uphold best practices in records and registration.
  • Support the implementation and monitoring of Title IV processes and documentation related to registrar functions.
  • Student enrollment reporting to accrediting bodies including Veteran’s Administration and Vocation Rehabilitation

 

Systems Administration & Technology

  • Serve as the primary Systems Administrator for the Anthology student information system.
  • Collaborate with IT and vendors to ensure system integrity, upgrades, and data security.
  • Manage SIS-related projects, including integration, data migration, and system enhancements.
  • Provide training and support for staff and faculty on SIS-related functions and best practices.

 

 Academic Support & Institutional Collaboration

  • Collaborate with the University Provost Council, CEO/President, CFO, and College Deans to review, assess, and implement policies related to academic records, registration, and compliance.
  • Coordinate and support class scheduling and the publication of the course directory and University Catalog.
  • Collaborate with College and University support offices with updating Student Handbooks and University Catalogs annually.
  • Generate academic data reports for faculty, leadership, and accrediting bodies.
  • Assist with student orientation, enrollment management initiatives, and commencement planning and execution.
  • Ensure timely communication and documentation of academic policies and procedures university wide.

 

Financial & Administrative Coordination

  • Partner with the CFO and Bursar to support student billing processes and ensure timely posting of registration-related charges.
  • Collaborate with Admissions on the matriculation process and provide registrar-related support throughout the enrollment cycle.

Required Qualifications:

  • Master’s in Business Administration, Higher Education Administration, Educational Leadership, Information Systems, or a related field.
  • Minimum of 7 years of progressive experience in higher education, including 3+ years in a registrar or senior academic administrative role.
  • Minimum of 3+ years of experience serving as a Principal Designated School Official (PDSO) with demonstrated expertise in SEVIS compliance, federal regulatory requirements (F-1/J-1), and institutional oversight of international student and exchange visitor programs.
  • Demonstrated expertise in FERPA, Title IV compliance, accreditation reporting (SACSCOC, CIE), and student records management.
  • Advanced experience with Anthology student information system, including systems administration responsibilities.
  • Proven ability to manage institutional reporting requirements such as IPEDS, Florida CIE, and SACSCOC.
  • Strong leadership, project management, and team supervision experience
  • Strong organizational, analytical, and communication skills.

Preferred Qualifications:

  • Previous experience as a University Registrar or Associate Registrar at an accredited institution.
  • Knowledge of curriculum management systems and academic policy development.
  • Familiarity with AACRAO, NASFAA, or similar professional organizations
  • Experience working with diverse student populations, including international students
  • Familiarity with digital credentialing platforms and transcript automation systems
  • Demonstrated success in leading technology implementations and cross-functional projects

Working Conditions:

  • Office-based position with occasional evening and weekend hours required during peak periods (e.g.,commencement, audits).
  • May involve lifting/moving academic files, diploma materials, or commencement supplies.
